After dragging a message to a folder in 3-pane view, the folder tree is redrawn
offset vertically down. Thereafter, browser and mail windows have the origin
shifted down and the drawing region clipped to the width of the folder pane.

Reproducible: Always
Steps to Reproduce:
1. Open Mail & News in 3-pane view
2. Drag a message from the message list to a folder in the folder tree.
3. Open or switch to a browser window.
4. Load a URL.

Actual Results:  Abnormal origin and clipping of page display.

Expected Results:  Should draw at the correct origin and reset clipping region
for the window.
