Details
From Bugzilla Helper:
User-Agent: Mozilla/5.0 (X11; U; Linux i686; en-US; rv:0.9.8+) Gecko/20020126
BuildID: 2002012606
When I open up some tabs, I see no titles in the tabs unless and
until I open a fourth tab, whereupon all tabs suddenly have titles. Opening a
fifth, etc., maintain the titles, but if I ever go down below four tabs, the
remaining tabs lose their titles again.
I do see the appropriate favicons in the tabs at all times.
Reproducible: Always
Steps to Reproduce:
1.Start the browser
2.Hit ctrl-t to open a new tab
3.See the lack of titles in the tabs
Actual Results: No titles appeared in the tabs
Expected Results: Titles should appear in tabs

Does it help if you make your browser window smaller? I suspect this is a dupe
of bug 107669.
