Mozilla will not run flash programs if you use file->Open File,
select <anything>.swf, instead it tries to copy it to a temp
dir and/or download the file.  Flash programs work fine if they
are loaded from a website (ie: www.joecartoon.com)

Reproducible: Always
Steps to Reproduce:
1.download a flash program (*.swf) from
www.joecartoon.com/www.newgrounds.com..etc. (make sure flashplugin is installed
from http://www.innotek.de )
2.go to file->Open File, select your swf file
3.observe results and compare with NS 4.61's results

Actual Results:  It tries to download the flash file from the local hdd

Expected Results:  Play the flash program like NS4.61 does
