Bulk assigning P3 to all open intermittent bugs without a priority set in Firefox components per bug 1298978.

This test started to fail a lot more recently, on Linux64 asan only.
The test actually passes fine, but runs for too long.
In fact it already has requestLongerTimeout(2), so that means it's running for more than 90 seconds on these test environments!

It contains 3 distinct parts that can be split out in separate tests. So I'm going to do this now.
