Add an attribute in mozWifiManager which allows gaia can know wifi is in a state of enabling or disabling.

In order to allow gaia knows the wifi is in enabling or disabling in the API level, we should add a new attribute in the mozWifiManager to report such information. The gaia could access this attribute to understand the actual state of that wifi is during enabling or disabling.
