Downloading an add-on seems to only support cookie based authentication which is pretty inconvenient when using the signing API. We should support JWT auth on this endpoint [1]. [1] https://addons.allizom.org/firefox/downloads/file/318212/wat-0.0.0-fx+an.xpi\?src\=api

Would it make sense to have a different end point in the API that does the auth and pulls the file from the same place behind the scenes so we don't have to mix up auth schemes?

Yeah, I think it will be less complicated as an API endpoint so I filed bug 1221759
