After the user performs an OTA, they are shown the tutorial screens again. After the tutorial screens, they are taken directly to the home screen without being prompted for their passcode.

Prerequisite:
Data and WiFi are turned on and the update channel is set to nightly-latest

Repro Steps:
1) Update a Flame to the v18D v4 base image 20150527010201
2) Go into settings>Screen Lock and toggle on "Passcode Lock".
3) Set a passcode.
4) Download the system update and install it.
5) After OTA, skip the tutorial and observe.

Actual:
The user is taken directly to the homescreen and they are not prompted for their passcode.

Expected:
The user is prompted for their passcode.

The user is prompted for their passcode before going to the homescreen.

I cannot check Aries or Flame 2.5 since those builds are not present on the upgrade channel.

If the user leaves their phone while it updates, someone else could have unlocked access to it.

This issue is also reproducible going from Flame 2.2 to Flame 2.5. After OTA, dismissing the 'That's it' dialog, user is being brought to Homescreen directly without going through passcode when user had that enabled before OTA.
