122179 - bookmark toolbar refuses to shrink

When rendering the browser window, the engine always renders so that there is
enough space for the full bookmarks toolbar. Thus, if this is longer than your
window, the window will cut off any portions on the right, along with that
remainder of the window.

This was happening for a while, and I finally noticed the reason when, with a
perfectly fine window, I added a bookmark to the toolbar and the right side
disappeared again.

REPRODUCIBLE:
Always

STEPS TO REPRODUCE:
1. Make sure bookmarks toolbar is up (preferably several bookmarks included)
2. resize window to cut off some bookmarks
