application/title bar "blinks" randomly upon entering certain a URL

Details
Sometimes, when I enter in a URL (type, paste, or bookmark) and hit enter, the
title bar (blue bar with name of application/site, such as "Chris Hickman's Mail
- Mozilla {Build ID: 2001122106}" will start blinking, similar to having a
minimized AIM instant message and you receive an instant message. The blinking
will not stop until you close that particular browser window. Does not effect
all open browser windows. If the only open window, closing it and then opening
a new one will not cause it to blink. No particular URL will cause it to do
this. Seemingly totally random.
