Per IRC, please to be setting us up an HTTP2 Web QA VIP running Zeus/Brocade Traffic Manager 10.2 (https://support.riverbed.com/bin/support/download?did=cppj4md0l7nj5kfi3adlrh4l74&product=stingray_trafficmanager), so we can help test, hopefully before the next TCW on 11/21 - if all goes well, it'd be nice to have HTTP/2 support!

Doesn't _technically_ block bug 1222532, but we really should test this, as much as we can, so adding the dependency for the Web QA test VIP setup.

(And now I understand why the bug-dependency chain was flip-flopped by fox2mike!)

Per discussion with Web Ops today, the plan is to do the segregated testing for the 10.2 upgrade _during_ the TCW on Saturday, 11/21.

They (Web Ops) will:

* deploy 10.2 on a single VIP (virtual internet protocol, for the uninitiated)
* enable HTTP/2 support on a single VIP for our/their (combined, each team's perspective) testing

We'll (Web QA):

* test, along with Web Ops that we can "literally just connect via http2 to the VIP and get an HTTP response from a zeus trafficscript rule"

From that metric of success, and once we've exited the TCW, we'll work on steps forward to:

* set up domains/sites like allizom.org with HTTP/2 enabled, and more-fully test
Web QA team: our window for testing should be between 0730 to 0930 GMT -8 (PDT).
