1222206 - Remove nexus-4 builds.

Description

[Naoki Hirata :nhirata (please use needinfo instead of cc)]

1) remove Nexus 4 User/Eng builds
2) keep nexus4-kk builds.

Plain nexus 4 is Jelly Bean; we shouldn't need nexus4 anyhow.
Not bothering filing a buildbot/pvtbuild since it's going to be decommissioned anyhow.

Ken, verifying with you/your team that JB Nexus 4 builds are not necessary any more.
