#5 topcrash for 38.3.0

I suspect this is a continuation of bug 1189752 Windows 8 crash in shutdownhang | CleanupPerAppKey (#59 rank for 38.3.0). Many users have multiple common crash signatures.

But barely exists for version 45. And bug 1189752 is quite gone.

Crash rate dropped significantly mid-late May 2019, which coinsides with the release of 60.7.0 https://www.thunderbird.net/en-US/thunderbird/60.7.0/releasenotes/

No crashes so far for version 68
