When you have roaming enabled and try to download updates, it will ask you if you want to continue. The "Not now" button is visible, but the "Download" button is not. So there is no way to download updates while roaming.

I don't know exactly how to test this unfortunately, but based on other usage of this menu in the system app this seems fine to me. Thanks!
(We should also probably work on getting a test in for this)
