Using the Z3C foxfooding device with the latest FOTA installed (build number: eng.naoki.20151007.074137, build identifier 20151023101519).
STR:
1) Receive a few notifications (or generate some, eg by taking screenshots)
2) Drag down from the top of the screen to open the notifications tray
3) Press the "clear all" button
4) Observe the notifications tray
Expected:
All notifications are cleared from the tray, then the tray slides shut. (Like on Android).
Actual:
All notifications are cleared from the tray, however the tray remains open.

From UX triage:
The notification tray provides other functionality beyond just notifications. The tray should not close when the user tap the "clear all" button.

Yeah it's more that of the two scenarios:
1) The user opens the notifications tray, clicks clear all, then wants to do something else with the notifications tray
2) The user opens the notifications tray, clicks clear all, then wants to close the notifications tray
...I'm pretty sure #2 is the more common case.
It's worth noting that #2 is what Android does.
