It looks like CEnumFormatEtc and nsTransferable are related to Windows widget stuff, so I'm moving this to that component.

So awesome. This has failed exactly one time on not-Try, on a hardware slave, and all the rest of the failures have been on AWS instances, which we are apparently only using to run tests on Try, where nobody will know to say that they don't actually work correctly.
