To separate data and to make it easier for localizers, we want to move out the l10n strings from CSSData into L10n:CSSData.
Also, if L10n:CSS already contains l10n strings for CSSData we want to have these in L10n:CSSData, too.

Dedicated (and smaller) l10n files will make it more easy to find for localizers. In the future, I can imagine that each data macro has a corresponding l10n macro.
