In this bug, we'd like to figure out why mocks observers are called twice for every document element that leads to non-harmful exceptions like "TypeError: can't redefine non-configurable property "mozMobileMessage"" when running tests. If for some reason it's correct behavior we should analyze in mocks if it has been already created and don't try to create it once again.
