Some of the scrollbar positioning tests are failing intermittently on Fennec with C++ APZ enabled, presumably because the Java scrollbars don't get redrawn at the right position before the screenshot is taken. The proper fix is bug 1223928 but for now we can just disable the failing tests.
No longer depends on: 1223928
I landed the proper fix, so we don't need this bug any more. The scrollbar tests pass now.
