Overview: Implemented context menus in Compose window need to be polished a bit
to match existing Spec.

Steps to reproduce: to go through different areas of Compose window and compare
context menu with shown in the Spec: 
Jennifer, a small question: Spec shows mnemonic for Cut as 'u' or 't'. Would be
better to have everywhere 't' for consistency and no conflict with 'u' in Undo?

Actual Results: The Spec also shows shortcuts, which have not been implemented
in any window. Our plans for this?

Per standard win32 behavior, it should be t for Cut, and there shouldn't be 
accelerators in the context menu.
