Steps to reproduce:

Flame, 2.5.0.0.-prerelease

1. unlock SIM 1 and SIM 2


Actual results:

2. using flight mode it is possible to lock both SIM cards at a time, but it is not possible to lock only one of two SIM cards


Expected results:

3. it should be possible to lock both SIM cards independently of each other, after they have been unlocked
