Description:
If the user is in the date and time page in settings and looks at the time in the status bar and the time in the settings page. if the user turns the time to manual and changes the time then the picker will be a third time. the picker being a third time doesnt occur on Flame.

Repro Steps:
1) Update a Aries to 20151112122058
2) Open Settings > Date & Time
3) Observe time in status bar and time in settings page
4) Manually change time in settings
5) Observe time in status bar and time in settings page

Actual:
The time in the status bar and settings are inconsistent

Expected:
It is expected that the time is consistent across the device.

This issue DOES occur on Flame 2.6.

I very much doubt that it's anything bug a duplicate of bug 1208808.

We are not resetting Intl objects on timezone change. If you happen to be in the same timezone when changing time, you will see everything updating correctly. If you happen to be in a different one, your time will be off.

That's bug 1208808.

Let's wait for bug 1208808 regression to be fixed and then start testing things like that again.
