[Aries KK v2.5&v2.6][Flame KK v2.5&v2.6][Cost control] You haven't launched usage app and the DUT is without SIM card. But if you dial an emergency number then long tap home button, you will find there is usage app in task manager.

[2.Testing Steps]: 
Precondition: The DUT is without SIM card and usage app hasn't been launched before.
1.Launch dialer app.
2.Dial an emergency number (e.g.911).
3.After connected, end the call.
4.Long tap home button.

[3.Expected Result]: 
4.There should be no usage app in task manager.

[4.Actual Result]: 
4.You will find usage app in task manager.

If user continue to tap the usage on the task manager screen, the usage screen will display as white.

Actually the Cost Control app has been launched when you dialed the number to register an usage but after registerint it, it should close itself and not remain as a blank page. Weird.
