122465 - Need to reload a nomime message before forwarding inline

This bug was discovered while verifying bug # 118740. The reply doesn't need a
reload now, with a folder charset the message body would display correctly on
Reply though it is not a case woth Forwarding inline. 
To reproduce:
- go to the newsgroup ( i have several russian newsgroups);
- change the folder properties from defaul to Cyrillic-koi8-R;
- select a message without a mimi info, click Forward as inline;
//note: the message body is garbled and the subject header is blank.
