This looks fine by me. caillon has suggested using .htaccess to do this at the
header level (lynx doesn't support REFRESH IIRC) but I'm not going to be picky.
Why don't we just kill index.html and make showbuilds.cgi index.cgi?
timeless?
personally i don't like the title change or the body change. you're actually
making the page longer, which serves very little purpose.
a cgi that spat out a temporary redirect might be better.

What is the perceived user change here?
How fast does the page switch now?

Before, it took 1 second to switch - which was a little aggravating if you were
in a hurry. Now it takes 0 seconds to switch. Besides that, there is no change.
Just as before, if their browser doesn't support the meta tag, they have to
click the link provided.
