0. setup sync on 2 devices
1. upgrade nightly
2. browse a couple sites
3. goto file menu: History > tabs from other devices

actual: it's grey'd out. 

expected: it should show your tabs from other devices.

I selected 'sync now' and it all worked as expected.  I'm also using a master password.
This issue boils down to the disabled menu item (a sync would be forced it is was enabled) but we are going to remove that item anyway, replacing it with replacing it with the new panel UI.
