Actually, let's not get too hung up on the "People" and "Tracking" sections specifically. But when I click Edit and expand "People" and collapse "Tracking", I expect that choice to be remembered the next time I enter edit mode.

I'd venture to say that that's too subtle. I can't see why it's not on by default. I've changed it to On for myself but my vote is on that it should be On by default.
that's a fair point - let's try it with 'on' by default.
