DEFECT DESCRIPTION:

In certain conditions, applications load without access to API's whose
permissions are specified in manifest.webapp.
This persists across power cycles and is only resolved by a refurb or reflash.
REPRODUCING PROCEDURES:
---
1. Refurbish using navigator.mozPower.factoryReset('wipe')
2. Load application with permissions to multiple API's (settings, mozPower
etc...)
