1227472 - Weekly email notification for pending users to curators

On a weekly basis, curators of a group should receive an email to prompt them to accept pending users (both possible time invalidated but also first comers pending).

The email should be:

Subject: You have ## pending joining requests for group <name>
Body:

Hello,

You are receiving this email as a curator of group <name>. You currently have ## new joining request(s) for your group. Please visit the group page <link> to accept or deny those requests.

There is similar [1] functionality already implemented in mozillians.
ATM, we sent daily emails in case there are new pending memberships (there is already a mechanism to check if curator has already been notified already). The text used is here [2].
