1228365 - [TV][Remote Control] For TV deck, the option menu doesn't be pop out on screen after pressing "Option"

STR:
 1. Launch TV Remote Control in Apps deck (TV side)
 2. Launch the browser on your other device and scan the Barcode (Mobile browser side)
 3. Press "Option" (Mobile side)

Actual result:
 - The option menu doesn't be pop out on screen. 

Expected result:
 - The option menu will be pop out on screen. Pin to Home is selected by default

I confirmed that the "contextmenu" event is triggered normally via the remote control client, that means TV deck and TV Smart System do receive the "contextmenu" and "mozbrowsercontextmenu" events at that time.

Therefore, I traced the code and found that the "detail.contextmenu" in the event object contains only "null" and "detail.systemTargets.length" is also 0 so that the system app has nothing to show [1].

In general, this bug has nothing to do with Remote Control. We may need someone to look into Gecko.

However, this bug doesn't happen on the simulator so I guess it may be caused by some minor issues happened when we flash the TV build to a mobile device.

Set it to 2.5? to do triage first.
