With the new IARC, you can import a Cert created for another store ("ratings portability"). It's done with a call to their SearchCerts API (unclear if we also need to call AttachToCert API at this point).

If we want to implement this, it can be done in parallel to the rest, at a lower priority. It depends on the new mappings (bug 1228364) and the new serializer implementation (bug 1228371).
