I confirm this with Firefox 60.2.0 esr. Steps to reproduce the issue: 1. Visit www.edf.fr; 2. Click "Mon espace client" on the top-right; 3. Click "Me connecter"; 4. Input the email and the password, choose "I am not a robot"; 5. Click "Me connecter". The prompt dialog for saving passwords is not shown. I cannot save passwords for this site. (I can save the password for the same site on Chromium)
this log is about: i go to edf.fr then i left click "mon espace client" then i left click "me connecter" then i complete id and pwwd fields then i check "je ne suis pas un robot" then i left click "me connecter"

By the way, could you please catch a log under English environment (under Linux, say, start Firefox with LANG=en_US.UTF8, like $ export LC_ALL=en_US.utf8 $ firefox ), because maybe not every developer can read French in the log.

it's not resolved (FF 66.0.1)
Connection changed. Still need an id but no more password but a code is sent by sms.
i checked that FF does not offer to save at least the id.

So you got the prompt to save the password but it didn't have the username? If so, that's a separate bug to file since this bug was about getting no prompt to save at all.

Oh, I see you are testing with Firefox release version but this is fixed in Firefox 68 Nightly.

I would like to add that, a code is sent by SMS for the first login, and if I log out and then log in again, the webpage leaves me to input the password.
For the nightly downloaded at https://www.mozilla.org/en-US/firefox/channel/desktop/ (tested on 28 Mar 2019)
After the first input, there is no dialog, but the identifier is automatically saved. During the second login, the Firefox prompt a dialog to save the password. If I choose to save, then the third time the identifier and the password are filled in automatically. Thanks for the fix.
