1. Developer submits an add-on (with version 1.0)
2. Reviewer rejects it
3. Developer submits new add-on with same version number in manifest file
UI shows error - Version number must be higher than the latest version uploaded for this Add-on, which is "1.0"

This is on purpose : even if it was rejected, that version still exists and it'd better to be able to reference it by its version number without any possible confusion.
