3.   Open new tab, type "% Unique20151128004839" without quotes in urlbar
4.A) Press Down key, then Up   key
4.B) Press Up   key, then Down key

Result:       
 A) In urlbar I see:   "Switch to tab: data:text/html,<title>Unique20151128004839_2"   without quotes
 B) In urlbar I see:   "Switch to tab: data:text/html,<title>Unique20151128004839_1"   without quotes

Expectations: 
 In both cases urlbar should display   "% Unique20151128004839"   without quotes

Looks like it has been fixed in the meanwhile.
