Make globals.pl and CGI.pl into .pm's.
Severity: normal → critical

Summary: Moduleize globals.pl and CGI.pl → Modularize globals.pl and CGI.pl
Not for 2.16. :-) And CGI.pl should be replaced with CGI.pm for the most part.
