Hi,
that was done in purpose, to allow other clients to be able to implement messaging and video messaging and not forcing ourselves to use Firefox Hello.
In theory if, we allow anyone that implement the activities to start a conversation voice/video passing the contacts id.

The Contacts app would need some rewording then, because it says "Firefox Hello" no matter what.

Oh, totally :)
We can keep this bug to perform the rewording, and check with the telegram team that actually the voice and video conversations are available.
