1229381 - [Raptor] "test-startup-limit" app isn't included into Raptor distribution.

After bug 1219176 "make raptor" will install apps that are only referenced in distros/raptor/apps.list. And obviously I've missed "test-startup-limit" that is in dev_apps folder.

So we have two ways to solve this:

1. Move "test-startup-limit" to distros/raptor/apps folder.

2. Or just make a reference to this app from distros/raptor/apps.list;

1st way is more preferable as this app is used only by Raptor, but it also has integration MarionetteJS test that we still want to run on Treeherder, so we may need to add "distros/raptor/apps/test-startup-limit" reference to "gaia/build/config/phone/apps-engineering.list"
