Not sure, but perhaps this is related to the spinner on the file summaries continuing to spin indefinitely. https://reviewboard.mozilla.org/r/26483/diff/2#diff_revision_selector
It wasn't login status that was relevant, but some cookies set by the site. Continued to reproduce after logout (in same browser session as first seeing the problem), then deleted the only two reviewboard cookies, reloaded, and problem resolved.
