For newbies Component "Mozilla Localizations" is rather unexpected. This Tracking bug should help to find DUPs and to get a complete collection of missing Help-files.

Missing Helpfiles should be collected in "User Story.

Unless these files are missing from en-US, this is a localization issue.

This one is a tracking bug where we collect information concerning missing contents for German SeaMonkey. 

As a first step you should try to reproduce "Bug 1228920 - SeaMonkey Help: 'Privatsphären-Funktionen verwenden → Datenschutz & Sicherheit' - Validierung-link leads to nowhere, "validation_help.xhtml" not included" on your Computer.
