There seem to be several different oranges piled here. I'll start with the one whose message appears in the topic of this bug. - This seems to show up only in non-e10s. - For some reason, the listener for the tab is triggered, but not the listener for all tabs. - I suspect that the error is in JS code, rather than in C++ code, but this needs investigating.

This has increased in frequency in the last week, but it was 1 day primarily- I do not think there is a need for investigation here.
