Right now we're generated alerts for the entire series, which is wasteful and seems to tax production systems when it's first initialized. 

We should probably restrict the range of data we're examining to the last month or so.

Bug 1230188 - Only generate alerts for recent performance data

Generating data for old alerts is pointless in a production environment is
