Details
Bug 559534 added nsIXULWindow::assumeChromeFlagsAreFrozen() (and the related flag mChromeFlagsFrozen), but never actually used them. This seems like it is probably a bug in the initial patch. This could be at least somewhat related to bug 1194897, which fixed up how the chromeflags are propagated around.
