Reproducible with 43.0b8 (20151201152349), 45.0a1 (2015-12-03) and 35.0
Affected platforms: Windows 10 x86, Windows 8.1 x64

Steps to reproduce:
1. Install Firefox using the default installer settings.
2. Start Firefox from the terminal.
3. Uninstall Firefox and observe the behavior.

Expected results:
The 'Firefox must be closed to proceed with the uninstall' popup is displayed. 

Actual:
The Firefox is uninstalled.
The browser is still working after the uninstall and a 'tobedeleted' folder is displayed in the default directory.

Additional notes:
After restarting the Windows, the 'tobedeleted' folder is deleted.
This issue is not reproducible is the Firefox is not started from the terminal.
This is not a regression since this issue is reproducible on Firefox 35.0 as well.

This is an inconsistency. The actual result can confuse the users about the status of the browser, since the browser is open and uninstalled in the same time.
In my opinion the expected result from the Comment 0 is correct.

Considering we haven't had any bug reports besides this one about it being confusing and that it can also be confusing if the user is inexperienced and we inform them that they need to close the browser (we have had people confused when having to find the browser among their open apps and having to close it) I think this is at most a wash between the two possible experiences.
