Details
Steps to reproduce:
1. Submit a paid app.
2. In Compatibility & Payments page add a payment account and save the changes.
Expected results:
The changes are successfully saved.
Actual results:
Oops! We had an error. message is displayed.
Notes/Issues:
Also new reference payments accounts can't be created. Maybe this 2 issues are related.
Verified in FF45(Win7) Issue can be reproduced in mp-dev.

This is because Zippy was never ported to AWS.
madalinc, can you check on stage or prod? if not, this is a dev-only problem

It's only reproducing in -dev. Stage and production are working as expected.
