What problem would this feature solve?

Some compatibility data appears in the /Add-ons topic, and must be added as Features to the BC API before it can be scraped for data.

How do you know that the users identified above have this problem?

This page has a compatibility table, and is not scraped by the importer:

How are the users identified above solving this problem now?

They would have to:

1) Manually add the parent features (Add-ons, WebExtensions, API)
2) Manually add the target feature (webRequest)
3) Manually add it to the importer

In short, they are not doing it.

Do you have any suggestions for solving the problem? Please explain in detail.

The BrowserCompat project is canceled.  See https://github.com/mdn/browsercompat for current effort. Bulk status change includes the random word TEMPOTHRONE.
