Steps to reproduce:
Thunderbird 38.4 on Windows XP.
Open a new email using either New Message (Ctrl-N) or the "Write" button.
Actual results:
Up comes a new window titled "Write (no subject)", including fields:
From, Reply-To, To, Subject, and a strip of text-formatting icons.
There is no "Send" button, nor any button of any kind.
Ctrl-Enter is the only way to send.
Ctrl-S does save in Drafts, but option to "Send Unsent Messages" is disabled.
Expected results:
There should be a Send button in the Write window.
This is my wife's machine. She was using version 38.2 happily for weeks, then suddenly her Send buttons disappeared. I updated her to 38.4 but same problem.

On Windows, in composition, press ALT key to show the menu bar.
From menu: View > Toolbars > Composition Toolbar (ensure it is checked).
This should show the toolbar again.
If not, pls use "add an attachment" above to share a screenshot (black out private data as required).
