hit rate telemetry for ns
The connection entry hash already stores some path information for use on future connections (notably whether spdy/h2 was used on that path to inform parallelism on a fresh start). Also some happy eyeballs information. Knowing how often we have history available will help validate that as a cache for new information. This is stored as Telemetry::HTTP_CONNECTION_ENTRY_CACHE_HIT_1 - I used the suffix as we will likely want to test it with other cache sizes and even expiration algorithms.
