1230824 - Audit suggested reviewers in the `Tree Management` product

If autolander is enabled, all suggested reviewers of a component will be able to land code into the repository (only github). We need to audit the list of suggested reviewers to make sure that all contributors are either owners or peers of the component.

Autolander is enabled on a "per product" basis, so we should audit all components under the "Tree Management" product.

Ed - Are you guys using the suggested reviewer list today, and do you have access to modify the list?

If not we can ask for access perhaps. I have access to a few products, but not tree management yet.

Thank you for helping with this & the updated readme in bug 1230822 comment 2. I didn't know we could ask for access, I've filed bug 1233151.

I'm not yet sure whether we'd be wanting to use the autoland parts of autolander, rather than just the automatic attachment parts (we tend to like to rebase our commits rather than use the merge button). I'll look into this more once I'm back from PTO.
