Details
User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:45.0) Gecko/20100101 Firefox/45.0 SeaMonkey/2.42a1
Build ID: 20151111021032
Steps to reproduce:
SeaMonkey Win32 build 20151111021032 (Win7 Pro), though it's been happening on builds since at least the 2.40 branch (I think). No add-ons installed other than what comes with SeaMonkey, plus Flash.
1. Start SeaMonkey with a new profile
2. Edit prefs, under Privacy & Security->Cookies, check "Ask for each cookie" (leave session cookie box unchecked, though I don't think it matters). All other prefs left at default values.
3. Go to https://www.mozilla.org
Actual results:
All cookies are silently accepted
Expected results:
Should be a dialog asking to accept each cookie.
Note that afterwards, about:data does not show anything regarding cookies under Permissions, either.
