Steps to reproduce:

Try to slowly scroll the page.


Actual results:

Page is not scrolled and text is selected.


Expected results:

Page should have scrolled. I can eliminate this by setting apz.touch_start_tolerance to 0, but that's probably not ideal. So maybe something between 0 and the default value of 0.2222222.
Apparently this was resolved in Firefox OS by setting it to 0.1

We just updated the pref to 0.1 in Fennec as of today's nightly. Closing this as a dupe of bug 1231504 where we did that, but feel free to reopen if you think it needs further tweaking.
