Description:

After installing an add-on the add-on tab should display in settings under Personalization and Keyboard. Some builds have a preloaded add-on so it's there by default if not it will display when an add-on is installed. Sometimes with a variable repro rate the add-on tab will not display until the not display in settings until the user leaves settings and returns. 

Note: This seems to reproduce more often when more add-ons are installed. 

Repro Steps:
1) Update the Firefox device to 20151209030343
2) Enable data or connect to Wifi
3) Select the Marketplace
4) Select the Add-ons tab
5) Install three add-ons
6) Exit the Marketplace
7) Select settings

Actual:
The add-on tab is not in settings when the user first enters settings

Expected:
The add-on tab is in settings immediately after an add-on is installed. 

Repro frequency: 3/3 with 3 or more add-ons 0/2 with one add-on

Branch checks: This is not reproducible on Aries. It flashes with the cutomizer add-on. This does repro on Flame 2.5
